Preservation Planning The Rhode Island Historical Preservation & Heritage Commission (RIHPHC) has created three plans to guide our work. The State Guide Plan is Rhode Island’s centralized and integrated long-range planning document. RIHPHC prepares the section (element) focused on plans and programs for the preservation of historic sites and structures.
